Introduction
The consultation process on the planned General Social Survey has only just come to the notice of Volunteering New Zealand. Hence the late date of this response. Due to our late knowledge of the project, our comments are brief.

Thank you for your letter of 29 July enclosing the draft paper on building capacity in the community and voluntary sector and the opportunity to comment on the paper. There is one main area of comment we would wish to make and that is that the paper does not adequately reflect the level of services and assistance which are already in place and the importance of utilising these services more effectively before developing new services.

Introduction
The comments which follow have been prepared by Volunteering New Zealand which is a national association of regional volunteer centres and national organisations with a strong commitment to volunteering. These organisations cover emergency services, health, welfare, education, sport and recreation, conservation, special interests and advocacy. Members are all not-for-profit and most if not all would have current charitable status.
